Question about Black Arrow Killer

As Lucia Pernell said, the murders started in 2041, then continued in 2042. The killer was sending threatening notes to victims, then kill them. He used "black arrow" symbol as signature. Killer got nickname: "Black Arrow Killer". In 2042 he was caught by police. Killer's name was Leroy Kettler. Later, he was killed by NSA agents. Case closed.
But, in 2043, Dag Horton killed Sandra Collins. He used BAK MO. Then he tried to kill Emily Sue Patterson, but he failed and was killed by Tex. Black Arrow Killer was finished. Once and for all.
Now, the question: who was killing in 2041 and 2042? Leroy Kettler or Dag Horton?
But, in 2043, Dag Horton killed Sandra Collins. He used BAK MO. Then he tried to kill Emily Sue Patterson, but he failed and was killed by Tex. Black Arrow Killer was finished. Once and for all.
Now, the question: who was killing in 2041 and 2042? Leroy Kettler or Dag Horton?

This is aparrently a common practice in the CIA and other government agencies internationally (DON'T QUOTE ME ON THIS), when conducting black ops. An agent (or agents) will use the guise of a person/organization who are either dead, unable or unaware of the identity theft, to secretly serve the agenda of a powerful high-ranking official (J Edgar Hoover is a common example) and further those ends as long as neccesary. I could also go on about the CIA's terrorist training and Arabian drug networks in the middle east, but I'm too bored to go down that road.
In the case of the BAK, senior NSA agent Jackson Cross found out about Malloy's work at Roswell and met Regan Madsen while he was looking for him. She makes him a financial proposition to pull their resources and find the Pandora Device. Cross becomes a rogue agent following his own agenda.
The first box was located at the Cosmic Connection, and was stolen in a staged burglary ("Y'know I'm missing a stapler too and a couple of pens...").
The next target was Malloy's wife, Emily. They needed a way to break into the nightclub, take the box from her dressing room and escape while diverting media attention away from the stolen box - avoiding any link with the theft at the Cosmic Connection. The best way to obscure this detail? Murder.
A while ago, a notorious mass murderer with an MO of killing young women and preeminently sending them threatening notes was captured and incarcerated in a holding cell. Cross, not wanting to pass up the opportunity, sends NSA agents to kill the man, Leroy Kettler, and fake his death as a suicide. This prevented a trial from convicting him and closing the BAK case for good.
For all the general public knew, the BAK could have still been loose. NSA agent Dag Horton assumes his identity and kills a SF Tech student, Sandra Collins, searching her personal effects for links to Malloy. The MO screams BAK, so the police just assume Kettler wasn't the BAK and he's back on the rampage. It must have been a rush job as there wasn't time to send the black arrow notes before she's murdered, and a note is left at the scene to corroborate the theory.
Back on Chandler Avenue, Horton has been sending threatening notes to Emily in accordance with the plan. He approaches resident crank Gary Lee and gives him a bottle of scotch in exchange for notification of the club's deliveries. When the box arrives, the BAK ruse is again adopted and Emily is attacked. Tex fights Horton above Rook's Pawnshop before he falls to his death.
Meanwhile, Archie Ellis' box is given to Regan, who is unaware of how to open it. It's made of a strange, unknown metal that cannot be forced open by convensional means. Following Horton's death, the NSA operatives within the getaway speeder spot Tex and report this to Regan, who recognises him as a useful commodity in the search for the boxes. She gets him out of police custody. Cross is skeptical of the idea until Tex is picked up with the box Horton hid away in the sewers, disarming the mine to get it.
Regan offers the lure of money and escape to Tex in the form of the mystery boxes during the game in order to steer him toward finding the boxes for herself and Cross - opening them for her along the way, and away from Fitzpatrick as he has other ideas of what should be done with the technology.
Did I make sense? I hope people understand, this is just my take on things BAK-wise.

Just to add one thing though... both Regan AND Ellis received a box.
But according to the book, there were 5 boxes sent:
Regan Madsen
Emily Sue Patterson
Archie Ellis
Enlijah Witt
Oliver Edsen
In the game, Edsen did not receive a box, Fitzpartick did.
But in both cases , Regan received her own box from Malloy, and Ellis' box was stolen, but was of no value.

Not so. Edsen's box was the one you find at the Garden House with a Yucatec letter that states that Edsen's hotel hung onto it for him, until he went missing. Here are the list of boxes:
1. Archie Ellis (given to Regan after it's stolen, she realizes she can't open it without help)
2. Gordon Fitzpatrick
3. Oliver Edsen
4. Elija Witt
5. Emily
You'll note that it's unlikely that Malloy would have considered his daughter to be part of the 'Council' to make the decision about the anti-hydrogen after the Pandora Device is assembled, given her nature. Malloy intended the above recipients to all be present at that moment. However, Edsen is dead and everyone else assumes Ellis' box was sent to Regan instead.
I'm unsure why Malloy sent the last box to Emily. Perhaps he thought the NSA were on to him and he sent it to the only person left that he trusted.

I had completely forgotten about the box that was left at the garden house. The one that was marked 'return to sender', which always struck me as odd seeing as there were never any return addresses on the packages. In the book, Tex actually hunts for it, and tracks down Oliver's workplace but ends up finding the box at a locker inside LAX... which would have been an interesting little adventure if it had made it into the game.
But I'm still skeptical about the situation surrounding Regan's box. I don't think it was ever mentioned in the game or the books that the box stolen from Archie ended up in Regan's hands. And in relation to Ender's comments I agree; unless Regan received a box and approached the NSA looking for Malloy, the NSA would never have found out about them.

Maybe we could differentiate between the novel and the game here to avoid confusion. I've never read the novel, so I'm going by what I've seen in the game itself.
No doubt it would have been a nice addition having post-WWIII LAX as a location on the map, but I imagine they were probably thinking "Well, we've filled up 6 CDs already..."
I'm still not sure how Regan ended up with the first box, and how she convinced Cross to help her (although Cross mentions at the end of Mission Street "You look like you're a stronger man than I am..." suggesting she 'persuaded' him somehow). Maybe Aaron or someone else in the know can clear this up as I don't remember everything explained in the game, and I've played through all endings.

Nope, Kettler was the killer up until his arrest in 2042 - sometime after March.
